Pennsylvania CleanWays - Cleaning Up Our Community

Hello friends and neighbors!

We would like to share with you some information about PA CleanWays and ask that if any of you want to join us and help keep PA Beautiful to contact us via this blog. Or check out this PACleanWays Kids site for your children!

PA CleanWays is proud to partner with the Ocean Conservancy for the 23rd annual International Coastal Cleanup (ICC), the largest volunteer effort to clean our marine environment. The ICC will be held on the focus date of September 20, 2008, however the cleanup event can be held from the end of August to the middle of October if need be.

PA CleanWays will be coordinating cleanups for the southeast region of Pennsylvania and is looking for groups to conduct litter cleanups. The cleanup can include any heavily littered area that needs attention. ICC will provide trash bags and gloves as well as data cards to record specific types of litter removed. ICC will also refer volunteers to the cleanup coordinators from volunteers who register with the state wide coordinator or through PA CleanWays. PA CleanWays will also provide technical assistance to the cleanup coordinators as well as working with local media to promote the event in the southeast region.

The ICC not only removes pollution from our oceans and waterways but also focuses on education and empowering people to become part of the solution. Volunteers record specific types of debris being found, which enables the Ocean Conservancy to compile, analyze and track year-by-year data. The information is then used to educate the public, business, industry and government about the problem and to foster long-lasting solutions.

Looking to Get Rid of Household Items? Or Maybe Looking For A New Fridge or Bed? Join FreeCycle

I wanted to share and let everyone know about Chester County Freecycle, www.freecycle.org, a Yahoo! group devoted to helping keep household items such as furniture and appliances out of landfills by offering them up FREE to other county residents.

My wife and I have used Freecycle for over a year and have already cycled in a spare refrigerator and a few toys and book for our young kids. Things that we’ve given away to others have included an electric treadmill, an older (still in good condition) refrigerator, weed whackers, lawn spreader, and other various items.

If you’ve never heard of FreeCycle I suggest that you stop over and check them out. Here is a sampling of an email that you can get. (Also, if you join, I suggest that you select Daily Summary for the emails, that way you get one message a day!)

Here is a power management application that you can download and install for FREE on your home computer or in the office (if permitted). I just download and installed at home and everything was very simple to do.

Can I Save Energy?

The answer varies by computer type, age and other factors. On the Verdiem web site they give some additional information from the EPA,

According to a report from the Environmental Protection Agency, the difference between the energy use of a computer using power management and one not using power management is about 410 kWh per year. Assuming the national average cost of energy is $0.089 per kWh, that is a difference of about $36.50 (USD) annually.

Is the Wallace Twp Police Chief Ad a Violation of the PA Sunshine Law

In today’s Daily Local there is an article detailing the ongoing debate and what seems like the beginning of a Wallace Twp Police Force. The article starts out:

WALLACE — Township supervisors decided two weeks ago to have a public hearing regarding a police force ordinance.

Since then, an advertisement for a police chief posted on the township’s Web site has raised questions related to the state’s Sunshine Law.

The hearing scheduled for Thursday (July 31st) night is for residents and supervisors to address the possibility of creating an independent police force. The township currently receives services from the Brandywine Regional Police.

Melissa Melewsky, media law counsel with the Pennsylvania Newspaper Association, said the police chief advertisement is contrary to the intent of the Sunshine Law. She said it’s premature to have an advertisement because no official action has been taken on the police department.

“It seems that they (elected officials) don’t care what voters have to say,” Melewsky said. “All residents and taxpayers have the right to make their voices heard before the decision is made.”

In March, Wallace officials notified neighboring East Brandywine of their intent to withdraw from the regional police agreement.

East Brandywine officials have accepted Wallace’s decision to withdraw. And East Brandywine Supervisor Jay Fischer said his township will create its own police force.

Little Conestoga Road Cleanup #2

Just this past weekend, Sunday, July 27, residents of Sycamore Lane and Maple Flower Road volunteered for the second trash cleanup of Little Conestoga Road in Wallace Township. Despite the tall grass and overgrowth of trees we managed to collect 12 bags of trash, 8 of which were recyclable materials (cans, bottles, plastic).

Thanks to those neighbors that helped out this time!

Wallace Township Public Hearing Regarding Planned Country Club Communities Zoning Ordinance

In today’s Daily Local News there is an update to the Greenfield debate for Wallace Township,

Township supervisors decided there will be a public hearing next month to consider a planned country club communities zoning ordinance.

About a year ago, township supervisors tasked the planning commission, an advisory board, to write a zoning amendment to specifically define a development that includes a golf course with residential and commercial activity.

Supervisors said the public hearing to consider the adoption of the ordinance will be Aug. 21

Wallace Readies to Hire Top Cop

More news is coming out about Wallace Township’s plan to move forward with creating their own police force. Here is an article written in the Daily Local News by Danielle Lynch

WALLACE — Township supervisors have tasked a consultant to draft a job application for the police chief of a new township police department.

The supervisors also have decided to hold a July 31 public hearing to address the possibility of creating a township police force.

Township legal adviser Michael Crotty has drafted an ordinance to be considered for adoption by supervisors at that meeting. If the ordinance is adopted, it will officially establish the township’s police force and a police chief as the force’s chief executive.

At township meetings over the past four months, some residents have expressed frustrations with the Wallace officials’ decision about police. And Brandywine Regional Police officers say they are worried about their jobs. Last month, Brandywine Regional Police Chief Mark Kocsi released a letter stating his full-time officers are applying for jobs elsewhere because they fear they may lose their jobs.

To The Editor:

I really wish Ms. Lynch had interviewed at least one of the residents at the Wallace Twp meeting from which she reported. Many of us do not want our taxes to double again as they did in January, and that’s what our supervisors said would happen in order to fund the police department of our own. There were many cost factors brought up by residents not mentioned by the chief from West Vincent: he didn’t show the start up costs, nor the cost for the extra man needed for 24 hour coverage (adds 100K to the cost) the current space in the Twp building will be adequate for a short time and renovations will be needed, there is no mention of the labor negotiations and possible lawsuits by the laid-off police officers, that will follow the dissolution of our police agreement with the regional police and considerable legal cost to Wallace. Then there is the cost of these officer’s livelihood who have been outstanding in their service to Wallace township!

The really sad part is that Wallace gave notice to dissolve the regional police agreement last March without ANY imput from its residents who pay for the police. The supervisors ignored the Police Study Group staffed by fine citizens who put much time into their report and recommended they continue to negotiate with the regional police. Our only public meeting will be July 31st to watch the supervisors approve their ordinance to hire a police chief.

Please attend this meeting and ask your supervisors to spend your money judiciously!

Little Conestoga Road Cleanup - Sunday July 27th

Hello Glenmoore Residents! We’ve reached out to the families that volunteered for the Adopt a Highway cleanup in April as we have scheduled the next cleanup event for Sunday, July 27th, 2008.

We already have about 10 people ready to help us out again to beautify our road and townships, Wallace and East Nantmeal.

We will be meeting at 8:30am along Red Sunset Drive off of Adams Road to break up into teams and pass out supplies.

Remember that children under the age of 8 are not permitted to volunteer as this is a safety issue and part of the rules and regulations passed on from PENNDOT.

If you have friends and neighbors that would like to help out for this cleaning or our future cleanings please bring them along or have them contact us to be added to the mailing list.

New Blog Theme for WestGlenmoore.org

Maybe some of you have seen the new blog theme already. It’s been up since last weekend. I am using a NEW magazine type theme that I will be working on over the next week or so to improve the functionality of the site and allow better searching and locating of certain blog posts.

The WestGlenmoore.org site and webblog is powered by the WordPress blog platform and the theme was developed by Kabatology.

Hopefully the change is OK and you will find it more useful. I will be modifying the color schemes and adding back the images or using new images I’ve taken around the area.

I will make another solicitation to residents that want to offer any articles to the blog to contact me. I will be happy to spend time teaching you how to use WordPress to add contact to this blog or even start up your own blog.

Daily Local Update: State Seeks to Reduce Road Noise

The Daily Local News had a recent article written by Gretchen Metz, staff writer on July 6th, 2008, regarding how the State Seeks to Reduce Road Noise.

The article begins:

TREDYFFRIN - This time the Pennsylvania Turnpike Commission is making the noise, not the traffic.

The commission has filed an application for a variance to a Tredyffrin noise ordinance that was enacted in summer 2006. The ordinance requires the commission to put up more sound walls than the commission wants to as it widens six miles of the turnpike from Valley Forge to nearly Route 29 in the township.

An appeal hearing before the Tredyffrin Zoning Board is scheduled for Aug. 28.

Some 14 areas along the six miles were studied for noise by the company hired by the commission but only 11 were recommended for sound walls, according to the township. The township said all 14 sections should have the sound walls.

The commission’s position is that no one municipality or private-interest group is going to sacrifice the interest of millions of motorists or set a bad precedent for the commission.

… is hopeful the additional funding could be obtained from the Department of Environmental Protection and would be combined with turnpike funding as a way to get the remaining walls approved.

The solar sound walls are already in use at the Munich Airport in Germany. The power generated by the walls could be used to operate turnpike rest stops. If there is extra power generated, that could be sold and the money used to fund highway improvements, the senator said.

Turnpike rest stops?? Wow, what a coincidence. The Peter J. Camiel rest stop at Mile Post 304.8 Westbound is right in the area where all of us reside. My neighbors up the street actually look right onto the toll plaza. According to one Wallace Twp resident, “This would be a win-win situation for the PA Turnpike Commission.” I totally agree.
